Internal and external roads issues of Motlhabe and the other nearby communities of both Ward 6 and 8

Community Alerts/Lentswe Buda/Motlhabe-Rustenburg/24/01/19

The North West provincial legislature has visited the Bakgatlha ba Kgafela for over the times and we have been discussing the very same issues together with chief of Bakgatlha ba Kgafela, SANRAL,Taxi association and Public works representatives but nothing has changed yet.

The community of Motlhabe and the other surrounding villages has always lived under the dust cloud which is caused by the poor unpaved or un-tarred both internal and external locals and provincial roads, as we all know that the are lots of platinum mining companies around Rustenburg and mining companies uses the very same road which we use and live next to and from our every day experience the nearby mining companies vehicles are the ones that are using the roads mostly

In August and September 2018 we made a research on who uses the road the most on daily basis. We recorded all the vehicles entering and passing through the community of Motlhabe using the very same gravel road that passes at the mine to Lesetlheng village (neighbouring village), the community of Motlhabe inhales a lot of dust from this road.

KEY

Locals and unknown: refers to vehicles of the local people and others who we do not know and might be visitors.

Mine: refers to vehicles from Pilanesburg platinum mine (trucks, bakkies and private cars).

Others: refers to vehicles of other companies such as sab, sasko, sunbaker, simba, douglasdale, etc

WE ARE IN BETWEEN TWO MINES ONE BEING OF PPM OF PLATINUM AND RMDC OF CHROME, THE ROAD HAS A NEGATIVE IMPACT ON BOTH THE MINES AND THE LOCALS SINCE THEIR EMPLOYEES FROM THE COMMUNITIES ARE UNABLE TO TRAVEL TO WORK DURING RAINY SEASONS AS THE ROADS WOULD  BE IN A VERY POOR STATE TO BE USED. EMPLOYEES WOULD BE FORCED NOT TO GO TO WORK OR BE LATE AT WORK BECAUSE OF THE ROADS AND THAT PUT YOUR WORK ON JEOPARDY BECAUSE WHEN IT COMES THE TIME OF RETRENCHMENTS THOSE WHO HAVE MORE OF ABSENTISM DAYS ARE THE FIRST ONES TO BE RETRENCHED, MOSTLY WE USE THE BOJANALA BUSES TO TRAVEL BECAUSE THE ROADS ARE NOT KIND TO SMALL VEHCLES, MOST OF OUR BROTHERS AND SISTERS ARE MINE WORKERS AND THEY PAY TAXES. THEIR TAXES SHOULD WORK FOR THEM FROM THE RURAL AREAS; IT SHOULD NOT ONLY WORK AT THE URBAN AREAS WHERE THE EXECUTIVES ARE LOCATED AT. WE ALSO HAVE THE RIGHT TO LIVE ON DEVELOPING AREAS SINCE WE ALL EQUAL AND WE ALL PAY THE SAME PERCENTAGE OF TAX. IN RESULT OF THIS ISSUE PPM IS APPLYING SOME LIQUIDIC CHEMICAL ON THE ROAD NAMED ASPHALT  (A STICKY, BLACK, AND HIGHLY VISCOUS LIQUID OR SEMI-SOLID FORM OF PETROLEUM. 70% OF ITS PRIMARY IS IN ROAD CONSTRUCTION, WHERE IT IS USED AS THE GLUE OR BINDER MIXED WITH AGGREGATE PARTICLES TO CREATE ASPHALT CONCRETE).  WE HAVE NO IDEA WHAT ELSE THEY MIX IT WITH BUT IT HAS A SHARP SMELL WHICH WE BELIEVE IT DOES AFFECT OUR HEALTH.

THERE IS AN INTERNAL PAVED ROAD IN MOTLHABE (2, 5 KILOMETERS) WHICH WAS DONE IN 2012/2013 BY MOSES KOTANE LOCAL MUNICIPALITY.THE ROAD WAS BUDGETED FOR TWELVE MILLION (12M) AND IT WAS ALL DONE BY 10 MILLION FIVE HUNDRED THOUSAND RANDS, THE REASON BEING IRREGUALAR, UN AUTHORISED, FRUITLESS AND WASTEFUL EXPENDITURE FOR 2012 TO 2013 TO DATE: THAT THE COUNCIL NOYES THE EXPENDITURE THAT WAS INCURRED FRAUDULENTLY TO THE WRONG SERVICE PROVIDER FOR MOTLHABE ROAD OF R1386420.13. THERE IS AN AMOUNT INCURRED BE DECLARED IRRECOVERABLE EXCEPT FOR THE R300 000 STILL WITHHELD BY THE STANDARD BANK. THIS WAS REPORTED BY THE CHIEF FINANCIAL OFFICER REPORT. THIS MONEY SHOULD BE INVESTIGATED BECAUSE IT COULD HAVE WORKED FOR THE COMMUNITY SINCE THE PAVEMENT DOES NOT HAVE SPEED HUMPS, STORM WATER EVEN GUARD RAILS. By Buda Lentswe
