Arrested for selling fireworks

When Ramaphosa was announcing or talking he did not say fireworks are prohibited from selling or even buying from shops

Yesterday I saw SAPS arresting those selling fireworks at Bara taxi rank and others running away from the police and still people bought fire works from shops but those shops were not closed or shopkeepers not told not to sell the fireworks but the targeted once were those selling fireworks at the taxi rank.
