Another illegal dump at Home

Empumelelweni is a rural settlement at Emalahleni in Mpumalanga Province South Africa. It is a newly developed settlement that has so many people and informal settlements .
An unemployed guy named Jabulani Dlamini not his real name has turned his home into a dumping side ,whereby he collects waste from households around the community he lives in and dump it in his premises.
I spoke to him why is he doing this because is unhealthy for his wellbeing and the people around him , He said he is helping the community and himself because the municipality is not helping at all and he is able to put food on the table as people pays him when he collects the waste in their households.
I then spoke to the councillor in the area to help him remove the waste inside his home but it seems they did tried before but he refused to let them in as his neighbors were complaining about the smell and the rats.
