Housing backlog

Shortage of RDP houses is a serious issue among the poor voting citizens of South Africa. A family of 3 siblings who lost their parents in 2005 has been living in a shack since 1993. RDP projects come and gone but they are yet to receive an RDP house, with the local municipality deducting 70% of levies from the amount that they buy electricity with. How are they going to survive this harsh winter season? As it is stated in the bill of rights that everyone has a right to decent shelter, where is our government intervention in issues like this?
