Livestock in hostel

People at the hostels are from homelands and are farmers as well, now everyone wants to keep life stock in townships and honestly, there’s land to feed and water to drink.
These animals drink from streams with sewage water, feed on open fields where there’s no grass, alongside mine dumps and dump site and it’s a problem as it’s not good for animals which end up being eaten by people.  Again it’s a health question regarding such arrangements, it’s a question about the SPCA being absent in the picture, department of agriculture.
